Grub 2 is going the wrong way, I think. A bootloader should be os independent with respect to the configuration files. It should not be dependent on anything in /etc for, well, anything. Symlink is fine, but boot should be the source. Also, going from a bootloader with one configuration file to dealing with multiple configs in random system directories sounds like de-evolutionary progress.
